Open University adoption of the APPG on British Muslims working definition of Islamophobia

Following approval from Council in March 2025, the OU has adopted the working definition of Islamophobia developed by the All-Party Parliamentary Group on British Muslims (APPG).

The definition states:

Islamophobia is rooted in racism and is a type of racism that targets expressions of Muslimness or perceived Muslimness.

By adopting a clear definition, we can better recognise, challenge, and prevent Islamophobia in all its forms.

Understanding Islamophobia as a type of racism will contribute to building a more inclusive culture, advancing race equity, and continuing our journey to become an anti-racist institution. The definition also sits alongside our Anti-Discrimination Statement, Anti-Racism Statement, and our adoption of the IHRA Working Definition of Antisemitism and the Jerusalem Declaration on Antisemitism (JDA) in 2021.

The adoption of the definition of Islamophobia developed by the All-Party Parliamentary Group on British Muslims (APPG) is an important development in the pursuit of the OU's vision to create an inclusive University community where inequalities are challenged.  A society where people are treated with dignity, are valued and respected and are able to work and study free from prejudice or discrimination.
